The Program Manager (PM) will execute the Military Police Guard Command Training Program (MPGC) at Bagram Afghanistan. The primary goal of this program is to provide subject matter expertise, training, and program support for full-spectrum training in division-level operations for the MPGC. The mission is to train the MPGC to perform their duties and responsibilities to independently secure the Bagram Security Zone (BSZ). The PM will ensure the program is executed on time, on cost and per the terms of the contract. The PM will provide support, leadership and oversight for approximately thirteen (13) contractor personnel in support of US Military Forces, Afghanistan. The PM must have strong interpersonal and administrative skills coupled with expert experience at the Division level of command and staff, with planning experience in operations, tactics, intelligence, logistics, communications and maintenance. The PM interfaces on a daily basis with the on-site US Commander, the Combined Security Training Command - Afghanistan (CSTC-A), and the PEO STRI Contracting Officer Representative. The PM participates in meetings and conferences as directed by the appointed Technical Oversight Representative (TOR)/ Quality Assurance Representative (QAR). The PM works independently and reports to the Raytheon Afghanistan Country Manager and the WarFighter FOCUS (WFF) program in Orlando, FL.
Location: Bagram, Afghanistan (Bagram Air Field)
Required Hours
: Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training 6 days per week for up to 12 hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites. Occasional surges in effort may be required to meet training requirements.

Responsibilities:

Lead the development of programs of instruction, training support plans and lesson plans to develop the MPGC. Provide supervision and expertise to include coordination of all personnel administrative requirements to the contracted trainer team. Lead the contracted team to coach, advise, mentor and train staff counterpart(s) in the creation and briefing of information products that will enhance the commander's command and control of the unit; Augment and support Coalition Battalion Staff Advisors as directed

Provide oversight to ensure services are accomplished in accordance with Performance Work Statement

Provide deliverables in an accurate and timely manner, as well as, all required operational reports for the program to the Country Manager, the appointed Technical Oversight Representative/ Quality Assurance Representative and other US government agencies as required.  Prepare and maintain the contractor trainer team schedule with adequate coverage for every training day. Ensure each team member works with Military and Afghan Counterpart and is capable of Professional Training and Training Material. Attend staff meetings as scheduled by the appointed Technical Oversight Representative/ Quality Assurance Representative to review and discuss training operations and planning, Provide a monthly performance review and training report and manage the Quality Assurance Plan for the program. Work closely with TAAC-E, USFOR-A, CSTC-A leadership among other agencies for conducting briefs for VTC's weekly and monthly as well as tracking processes of equipment issues

Develop a system of training and evaluation of performance similar to the Army Training and Evaluation Program (ARTEP), Develop, validate and integrate standardized Mission Essential Tasks (MET) across all functions to ensure that like functional areas across and the MPGC are training from a standard task list and program of instruction
Required Qualifications:

8 years of related work experience serving in a training staff position. Former field grade officer with Division and Brigade level Command and Staff knowledge/experience

Previous deployment experience in Iraq or Afghanistan between 2001 and 2015

Understanding of the Military Decision Making Process (MDMP)

Ability to clearly communicate in a timely manner both verbally and in writing, attention to detail and the ability to work under challenging deadlines, using your workplace conflict resolution skills is a must.

Willing to travel and routinely meet with senior Resolute Support (RS) and ANDSF leaders

Must be able to obtain and interim DoD Secret Clearance prior to hire

Knowledgeable in all aspects of training development, management, and operations

Experience with current Infantry skills, tasks, drills, and TTPs

Experience with program of instruction (POI) refinement and development

Ability to interact professionally and work with team members and senior US military/coalition military advisors and Afghan ANDSF leaders and students

Knowledge and technical expertise with Microsoft Office (PowerPoint, Word, and Excel)

Must conform to military grooming standards

Physical Requirements/Working Environment:

Must be willing to deploy and live to Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas

Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces

Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location. Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards. Must be able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day, Also must be able to routinely climb / descend stairs

Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders. Must be able to read and interpret newspaper and typewritten print, and communicate by voice and detect sound by ear. Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment

The individual may be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region. Physical requirements include but not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs per piece, and the unassisted movement over uneven terrain

Desired Qualifications:

Familiar with relationships between TAAC-E, CSTC-A, and the ANSDF

Experience training and/or advising foreign military soldiers

Formal Project Management experience, with experience in Defense Contracting, ITAR's, and Import/Export Regulations

Current DoD Secret Clearance

Required Education (including Major):

Bachelor's Degree and 8 years of related work experience. Equivalent work experience may be accepted for education requirement. MBA preferred

Graduate of ILE or CGSC (or equivalent). US Army Student of Advanced Military Studies (SAMS) graduate preferred
